But under the limitations which this bill provides. what has happened under the legislation is that. after a certain period of time. the provisions will sunset. Now. if we have any questions as to the interpretation of this section. I would like to call our attention to the Congressional Research Service opinion dated February 28 in which it says under the sunset provisions of section 504. categories of aliens who are subject to worldwide levels of admission under section 201 of the Immigration Act could be admitted after fiscal year 2005 only to the extent set by future law. That is the difficulty. What if the Congress did not pass a law? As the gentleman from Illinois said. what if there was a filibuster in the Senate that prevented this legislation from being authorized? What would happen is that our families that were waiting for these loved ones to come in would not be permitted. It would have the effect of a moratorium on immigration. So I commend my colleague for offering this amendment and urge that this House adopt it. I understand that the majority will accept this amendment.
