I want to start by. at least in part I think. answering the very good question of the gentleman from California . The gentleman and I. I think. agree that we want to strengthen and support legal immigration to the United States. that this is a Nation of legal immigrants. and that we in no way want to send any signal to legal immigrants who are willing to obey the law. But I think there are five questions you have to answer before you decide to vote "no" on the Gallegly amendment. The first one is very simple. and it keeps getting asked rhetorically. and I cannot quite believe the answers the liberal friends give themselves.
