Instead. we are debating an amendment which seeks to restrict the access to education for children who are already in this country. The Gallegly amendment would create an atmosphere of suspicion and hostility in our schools. Our schools are Intended to have a climate conducive to open minds and learning. This amendment however. promotes an atmosphere of animosity toward children who look or sound foreign. I urge my colleagues to vote against this amendment. which does nothing to control undocumented immigration. The Gallegly amendment is unconstitutional. but we must not allow it to pass and wait for the Supreme Court to strike it down as such. We cannot.
