The files of my district office. and I suspect they are the same as yours. are filled with cases of people who are working within the INS system to come to America. They filled out the paperwork. in some cases several times. They have played by the rules and waited their turn. Yet the continuing flood of illegal immigration is unfair to them. It is a disincentive to play by the rules and. I might add. a strong disincentive to all our forebears who played by the rules and came through Ellis Island. whatever way that was at that time.
