Social Security Administration apparently thinks this is going to cost billions of dollars to implement. but the Congressional Budget Office says that it would average about $51 million a year over the next 10 years. I think after that it would go down in cost. not up. since about half the cards will already be new. and fewer and fewer people would be seeking to have new cards at that particulax point. So I would encourage my colleagues to adopt this amendment. It is the most important immigration amendment I think I have ever offered. and I have been around this body offering immigration amendments for a long time. Mr. Chairman.
