I would submit the reason people are coming here to this country is someth!ng we have known for a long time. jobs. to get a job. The only way that we are going to stop people from coming here is by cutting off the magnet of jobs. No matter how many Border Patrol we put up on the border. and I am all for doing that. we will never completely stop it. Plus. about 50 percent or so of those who come here or were here illegally are visa overstays. They never crossed the border illegally in that sense. anyway. but they are here illegally. Mr. Chairman. the way we have to make this work is to make an act provision from 1986. the current law. operable. It is now against the law for an employer to knowingly hire an illegal alien. It has been for 10 years. The problem is document fraud.
