Mr. Chairman. I rise in strong support of the managers amendment and urge my colleagues to vote in favor of its passage. This amendment is particularly important to States such as my California. which are heavily impacted by criminal aliens. Although it is the responsibility of the Federal Government to enforce immigration policy. State and local governments incur significant costs relating to the incarceration of criminal aliens. Unfortunately. many local governments heavily impacted by criminal aliens are not. as the 1994 crime bill intended. being financially compensated for these costs. In trying to meet the public safety needs of the community. these local communities are therefore being forced to bear this financial burden on their own.
