I just want to cite for the RECORD that I do not think his comments on the level of immigration during the first 5 years of the 1990s is any where near the accurate figure. The Department of State. in a letter dated March 15. last Friday. responded to a series of questions that I asked. as follows. The first question was: "What was the average annual immigration level for the period 1992 to 1995?" The average annual immigration level. 1992 being the first year that the 1990 changes went into effect. "By immigration level." I said in the question. "I mean the total of all legal immigration categories. including refugees." The answer that the Department of State said was.
