That funds appropriated by this Act may only be made available for projects. activities. or programs within the sector assigned to American forces of the NATO military Implementation Force (IFOR) and Sarajevo: Provided further. That Priority consideration shall be given to projects and activities designated in the IFOR "Task Force Eagle civil military project list": Provided further. That No funds made available under this Act. or any other Act. may be obligated for the purposes of rebuilding or repairing housing in areas where refugees or displaced persons are refused the right of return due to ethnicity or political party affiliation: Provided further. That No funds may be made available under this heading in this Act. or any other Act. to any banking or financial institution in Bosnia and Herzegovina unless such institution agrees in advance. and in writing. to allow the United States General Accounting Office access for the purposes of audit of the use of U.S. assistance: Provided further. That effective ninety days after the date of enactment of this Act. none of the funds appropriated under this heading may be made available for the purposes of economic reconstruction in Bosnia and herzegovina unless the President determines and certifies in writing to the Committees on Appropriations that the bilateral contributions pledged by nonU.S. donors are at least equivalent to the U.S. bilateral contributions made under this Act and in the FY 1995 and FY 1996 Foreign Operations.
