There is no change in that. He remains so today. but his recent actions should not change how we define or pursue the U.S. national interest. I think this bill that is before us is a huge mistake. and I believe that for several reasons. First of all. as a matter of policy. it picks isolation over engagement. By increasing Cubas isolation and by squeezing the Cuban people. the conference report risks a violent upheaval in Cuba and increases the risk of a massive flow of refugees. I understand that now is not the time to lift the embargo. Bad deeds should not be rewarded.
