This bill takes United States policy In Cuba in the wrong direction. It is absolutely contrary to the longterm interests of the United States. It will increase the prospect of a violent convulsion in Cuba that would be a real security and immigration crisis for the United States. I do not agree with the President that this isolationist bill is an acceptable measure. even in response to such an offensive provocation by the Cuban Government as occurred last week. Tightening the embargo will only play into Castros hands. helping him to keep his people in a state of repression and deprivation.
