This provision was dropped from the original Senate bill. Current law provides for a means of addressing property claims. through a Claims Settlement Commission. This bill would give special rights under United States law to a particular class of people. Cuban citizens who can make a claim that their properties were nationalized in the late 1950s by the Cuban Government. and who later became U.S. citizens by means of very generous United States immigration laws--more generous than for virtually any other group. Why are we giving these special rights to Cubans who became citizens? Why not give the same rights to Bulgarians.
