Still. this threat to security remains one of the most troublesomeas witnessed by the fact that more than a dozen IFOR troops have been killed or wounded by mines so far. Fifth. freedom of movement along Bosnias roads is returning to normal. which is a requisite step to allowing hundreds of thousands of refugees to return to their homes. In short. the Implementation Force has taken the necessary first steps for Bosnia and Herzegovina to get back on its feet as a peaceful community in this historically warravaged region of Europe. But. even with all of these NATO successes. we must also recognize that all has not gone according to plan.
