We have seen for the last month an incredibly silly situation in which Government workers were first paid for work that they were forbidden to do. and now they are forbidden to be paid for work which they are being required to do. I have had a situation in my own district where a very large number of people who axe not Government employees have had their lives severely messed up by this silly situation. Mr. Speaker. I have such affected persons in Superior. I have a student at the University of Wisconsin in Superior who is Finnish. He is from Finland. He is a member of the university hockey team.
