This article. written by Mr. Robert Van Leeuwen. the retired chief of the United Nations High Commissioner for Refugees [UNHCR3 office in Hong Kong. makes a most convincing case that the biggest losers from the illconceived section 2104 of Hl.R. 1561 are "precisely those Vietnamese whose fate is the object of the proposed legislation."
