The Europeans. through NATO. will be engaged as our partner in this peace enforcement mission. But as the architect of the peace agreement and as the leader of NATO. only the United States can lead the effort to enforce the peace agreement and put an end to the senseless bloodshed and loss of Innocent lives. Only our Nation can lead the way in enforcing the peace agreement which will stop the carnage that has taken 250.000 lives. torn the country apart. and displaced 2 million refugees. Sending American troops to help enforce and monitor this peace agreement is the best option available to the United States to help guarantee peace in Europe. While the Dayton peace agreement is far from perfect. it is the only peace agreement that the parties to the conflict have agreed to implement.
