We will be there to break the cycle of violence and ensure that all sides are living up to the requirements of the Dayton accord. Our ground troops will not be in Bosnia as a police force. They will not be asked to disarm militias or move refugees or deliver aid. Nor will they be required to perform many of the civilian tasks set forth in the Dayton agreement. such as economic reconstruction. supervising new elections. or bringing about a military force balance among the three entities within Bosnia. These tasks will be performed by nongovernmental organizations and other nations.
