Session #104 · 1995–97

Speech #1040163678

We must recognize what this loss of service will mean to the people of this country. Without the full funding of $10.6 million CRS. the country will be without a vital service that no one other than CRS can provide. Further. I am opposed to the transfer of the CubanHaitian Resettlement Program from the Community Relations Service to the Immigration and Naturalization Service. INS is. in large part. an enforcement agency whose mission is not that of administering resettlement activities such as the CubanHaitian program. I am also concerned that the CubanHaitian program would be lost in such a large organization as INS which has scores of priorities.
