Let me illustrate the unfair consequences of this restriction by sharing with the House a letter I received yesterday from Marcia Cypen. executive director of Legal Services of Greater Miami. She points out that Legal Services of Miami now uses nonFederal funds to represent aliens. Under this conference report. Legal Services of Miami would have to choose between giving up all Federal funds or else stop representing those aliens who are applying for admission as a refugee or for asylum. Many of these aliens have work permits and are working. but they are too poor to get private legal assistance. They must come to Legal Services of Miami if they have been beaten by their husbands. illegally locked out by their landlords. or cheated by a merchant. Mr.
