These peace talks are moving in a dangerous direction and they are revealing just how tenuous this pending agreement may be. Mr. Speaker. let me begin at the beginning. I have been to the region twice. and I do not believe this Is a civil war. I believe it is. and has been. a war of terror and of landgrabbing and undocumented atrocities. I have historically advocated air strikes against the Serbian guerrillas and believe that we still have the need to end the arms embargo against the Bosnians and the Croatians. I believe we have a moral obligation to stop the Nazilike reign of terror that has occurred to innocent victims.
