The reason why those of us are opposed to this aid to Azerbaijan is because a decision was made with section 907 of the Freedom Support Act that it was wrong for Azerbaijan to continue its blockage of Armenia and NagornoKarabakh. That blockade continues. There has not been and cannot be a certification by the President that the blckade is over or that any progress has been made to end it. And so it is inappropriate for us at this point to simply reward the Azerbaijan Government which continues the blockade of Armenia by saying that we are going to give you some direct government assistance. It is also true that through nongovernmental organizations aid does go to the Azerbaijan refugees for humanitarian purposes. They are receiving that. I am just hopeful.
