Session #104 · 1995–97

Speech #1040146357

This months massacre of Mayan civilians by the Army make clear that the Guatemalan military is not reforming itself and is not respecting human rights. The recent beating of American Sky Callahan shows that the Guatemalan military retains no respect for standards of human rights. We should not support these butchers with U.S. assistance and we should not allow them to enter our country. In this regard. I call on the Judiciary Committee to move swiftly on legislation to rescind visas for members of the Guatemalan military who have been complicit in gross human rights abuses. Finally. I want to mention the issue of satisfaction of certain obligations to Pakistan.
