Session #104 · 1995–97

Speech #1040145422

Congress should have the opportunity to approve a troop commitment to the Balkans before the first soldier sets foot in Bosnia. A Bosnian Deployment would be a major longterm commitment of American military personnel. It should not be done without a debate and a vote in Congress. We all agree that current policy has not worked and it is clear that we cannot accept the status quo. The killings continue while the number of refugees increases. The efforts of NATO. the United Nations. and the United States have not worked. Introducing as many as 25.000 troops into the Bosnian conflict would severely intensify the situation. and immerse the United States in training and logistic operations for the foreseeable future.
