Mr. President. let me say this: Fidel Castro is going to come to New York City this weekend to address the United Nations. Since the State Department has just given Mr. Castro a visa to enter this country. I want to give Mr. Castro an early Christmas gift to be delivered to the people of Cubaa gift called the Libertad Act. on which we will vote final passage in a moment.
