Mr. Chairman. to respond to the gentlewoman. again. what we are attempting to do is get the will of the people. We still have a situation where 51 million. right at 60 percent of the voters of the State of California. voted overwhelmingly on a measure that would prevent their taxpayer dollars going to illegal aliens and we had a situation where one judge. one Federal judge. was able to upset the overwhelming will of the people of the State of California. What we are trying to do is at least bring in to play a threejudge panel so that the voters will have a better shake in future referendums.
