This bill undermines world leadership at the World Bank and IMF by forcing the United States to withhold funds and dictating how the United States will vote. Third. this bill creates an administrative and legal nightmare for the United States Government. The bill establishes an unenforceable standard for the exclusion of aliens. Every consular officer in the world will have to ask every visa applicant. "Do you own property once confiscated in Cuba?" Consular officers will be asked to make visa decisions in the absence of reliable information about property transactions in Cuba. This bill will not ensure that property claims in Cuba are resolved fairly. There is an established procedure in place to handle expropriated property claims.
