Now. this amendment exempts all noncash programs and. as I say. all of the immigrationrelated provisions within this bill. Before a prospective immigrant may enter the United States. that person must guarantee that he or she will not use public assistance. I say to my colleagues. That has been the law of the United States since 1882.
