The article. by Barbara Vobejda. is entitled States Worry Generosity May Be Magnet for Welfare Migrants. Taxpayers and State legislators and Governors are determined to prevent their States from becoming welfare magnets. Set your benefits as low as possible to encourage current welfare recipients to move out and discourage welfare migrants from moving in. The article reports that many welfare recipients now receive oneway bus tickets from their caseworkers out of the States in which they reside. Perhaps. under the proposed block grant. that will become the biggest welfare expenditure: oneway bus tickets out.
