Session #104 · 1995–97

Speech #1040116954

The second thing we need to do is to stop inviting people to come to America to go on welfare. People ought to come to America with their sleeves rolled up ready to go to work. not with their hand held out ready to go on welfare. The original bill that came out of the Finance Committee continued to invite people to come to America to go on welfare and literally would have allowed someone to come to America today as a legal immigrant and go on welfare tomorrow. I am proud to say that after a tremendous amount of work. that that is something that we have changed. Our bill now has people come to America to work. not to go on welfare. and I think it is a dramatic step forward.
