In order to keep it so that it can be a defense entity. we have since 1981 provided a substantial amount of defense funds either directly or through the use of funds appropriated to tile Department of Defense for the purchase of fuel or supplies that can be used. They acquire them in this instance from the Navy facilities. We have authorized the Coast Guard under this bill to draw services and logistics support for defense missions from the Navy. Now. they have had a whole series of defense missions. whether it is Haiti or the Cuban refugee concept or some of their activities in the blockade of Iraq. There is a whole series of things the Coast Guard is doing. As a matter of fact. in my opinion. it ought to be 10 times this amount to repay the Coast Guard for what they are doing.
