Session #104 · 1995–97

Speech #1040112718

Without adequate resources to implement essential components of any welfare reform proposalsuch as work requirements. reduction of teen pregnancy. child care. and child support enforcementwelfare reform cannot succeed. I am seriously concerned about the adverse impact of the legislation currently pending before us. Although I am troubled by a number of provisions. including the lack of sufficient resources for child care. the lack of national standards. and the restrictions on assistance for legal immigrants. I would like to focus my remarks on some very basic flaws of the Republican proposal. First. it seems that the driving force behind Republican reform efforts is the potential Federal budget savings that may accrue as a result of changes in current law.
