I am not happy with the way the welfare programs are working. and try as we might. wellintentioned as we may be. the Federal Government has failed to make them work and we would like to let the States experiment? Mr. President. the problems of the States in this country are difficult. A State that has immense immigration has different problems than a State that does not. A State that has a disproportionately large number of poor has a different problem than a State that does not. One size does not fit all.
