Mr. President. with the passage of NAFTA. cities and towns along the border are increasingly interested in expanding the opportunities for trade and economic growth. An essential factor in this growth is the presence of new or expanded border stations at now river or land border crossings. These stations house agents of the U.S. Customs Service. the Immigration and Naturalization Service. and the Department of Agriculture. New or expanded facilities are essential in encouraging trade and in meeting the objectives and dreams of NAFTA. The normal procedure for the construction of border stations is for the General Services Administration to build and own them.
