Mr. Chairman. under the leadership of the gentleman from Arizona and the gentleman from Illinois the Hispanic Caucus has undertaken an ambitious. nationwide program to get more naturalized Americans. As a naturalized American myself. I know how important this process can be. One of the problems. a serious problem that we have had. is the incredible backlog in every major urban center. whether it is Miami. Los Angeles. New York. Chicago. Freeing up more money and making sure that INS. as the gentleman from California. points out. puts the "N" back in INS. is very important to clear up this backlog.
