The gentleman from West Virginia . as chairman of the Appropriations Subcommittee that he is now the ranking member of. was the first person to put in money to reimburse costs for incarcerated illegal aliens last year. Second. although my friend from West Virginia is looking at early disbursement of this years funding to determine the percentages. the fact is if his amendment passes. increasing a good program. the Byrne program. we take away not only from California but from Texas. Florida. and New York City. not Just State governments. but local governments. county jails that are dealing with this problem.
