Even the new Rapid Reaction Force. which is moving into positions on Mount Igman above Sarajevo. is charged with opening and securing routes into Sarajevo for the delivery of humanitarian aid. and stopping Serb attacks against U.N. personnel and U.N. assistance convoys. The Rapid Reaction Force is not mandated to stop Serb assaults against civilians. UNPROFOR cannot stop Serb aggression. It has not been able to halt ethnic cleansingthe massive movement of refugees--the rapes of women. and the rounding up and disappearance of militaryage men. Mr. President. the terrible pictures of Moslem refugees we see in the newspaper of Bosnia are not new. The other day. there was a photo on the front page of the Washington Post of two middleaged women walking out of Srebrenica into Moslem territory. They were each pushing a wheelbarrow.
