Session #104 · 1995–97

Speech #1040099566

For some time. this administration has argued that their reluctance to lift the arms embargo stems from a fear that if the arms embargo should be lifted. the Bosnian Serbs would only be encouraged to go on the offensive and press their attack on the Moslems. This line of reasoning. Mr. President. is frustrating and beneath the standards of our great Nation. The Bosnian Serbs are on the attack. That should be obvious to any casual observer. The Serbs are oblivious to what the U.N. is doing because they have seen only empty threats and rhetoric. The refugees fleeing Srebrenica and Zepa provide ample evidence of the failure of this embargo where only one side of the conflict is armed. I remember my meeting with the Prime Minister of Bosnia when he was here Just a few weeks ago. He was bemused.
