Session #104 · 1995–97

Speech #1040087985

I yield myself such time as I may consume. Mr. Chairman. again. while I know what the gentleman from New Jersey wants to do. he wants to provide more money for the refugee assistance program. and we all do. However. what he is saying in his amendment is that we do not want to provide out of the allocation of this appropriation bill any money to the program. Instead. he wants to transfer the administrative cost over to the State Departments jurisdiction. under the funding jurisdiction of the gentleman from Kentucky . I am afraid that what the gentleman is doing is possibly just the opposite of what he intends to be doing with respect to the refugee funding program. The State Department may not be able to fund any of the $12 million because the State Department will not have the money or the authorization to administer the program. I know where the gentleman is coming from.
