Session #104 · 1995–97

Speech #1040084339

Chairman. if the gentleman will continue to yield. just let me say. in conclusion. the operative principle to me is how do we get the humanitarian aid through. Well meaning as it was. the Freedom Support Act section did not accomplish the end of bringing down that hated. and I hated it as much as you do. blockade of the aid to the Armenians by the Azerbaijanis. Let me also say that it has been my experience. as a member of 15 years in working on this subcommittee and doing human rights work throughout the world. that dictatorships and authoritarian regimes do not care about refugees. That includes their own refugees. I looked at the Government of Azerbaijan in this instance as a means to an end. to get the aid from our government and our people down at the White House and the State Department. who desperately want to provide real humanitarian aid. the PVOs are doing a good thing. but they cannot do it all. We have to get it to the doctors and those that could help those suffering people.
