Mr. President. I introduce a bill intended to eliminate the payment of Federal benefits to illegal aliens. I spoke on this issue in detail yesterday and I rise to formally introduce the bill today. I believe that as we begin to debate the welfare reform bill. we have a golden opportunity to stop. once and for all. paying benefits to illegal aliens. I also believe that we can forge a new compact between the States and the Federal Government. If the States can stand with us and help to identify and verify alien status. we will provide them the necessary funds. We can also allow States to deny benefits to illegal aliens. I intend to pursue this matter to the end. and I urge my colleagues to support this measure. Mr.
