Mr. Speaker. today we are once again considering legislation which would extend normalized tariff treatment. the socalled mostfavorednation principle. to the products of Romania. In passing House Joint Resolution 228 we are. in effect. approving the bilateral trade agreement between our two countries. as well as affirming that Romania has established certain procedures to assure freedom of emigration and other basic human rights. I want to remind my colleagues that. under this bill. MFN for Romania would be conditioned on an annual review by the President and the Congress under procedures established in the Trade Act of 1974.
