It is no overstatement to say that our Mexican neighbors were overjoyed when the Chamizal Treaty was approved. The settlement over a small parcel of land reflected a new era of cooperation and friendship. And now. as the North American FreeTrade Agreement. immigration reform. and other issues are being considered in this Congress. we see the value of this agreement because it provides us with a blueprint from which to forge stronger accords. In my years in Congress. I have been steadfast in my conviction that the political. economic. and social health of Mexico is of paramount importance to the entire United States.
