The CNMI has taken significant steps to address some of these concerns. Recently. they have enacted into law a minimum wage reform bill and legislation to increase revenues through developer taxes. The legislature is also debating a package of comprehensive tax reforms and an alien labor bill to reform and increase labor enforcement. While I applaud the CNMI for taking these steps. we need to ensure that the reforms are meaningful. and that there is no backsliding. Without enactment of legislation similar to that debated in the budget reconciliation conference. the CNMI will receive funding in excess of the amount provided in the negotiated agreement.
