My point was that some of what they do is national security related. and some is not. But I want to get back to the central point where I differ with the gentleman from Illinois . and that is the statement that with the collapse of the Soviet Union. the collapse of the Warsaw Pact. the dismantlement of that military apparatus. the threat facing us has not lessened.
