As the gentleman knows. we had a rather nasty and petulant debate on the floor of this House yesterday about an immigrationrelated matter. It seemed extraneous at the time. but it became a rather. I would have to say. painful debate on immigration. I think we can expect more of that unless we own up to the fact that unless we do something to provide opportunity on the other side of the border. and by that I mean trade. not aid. because the gentleman will also have to argue that most of those programs have failed miserably. Indeed. if we are talking about programs like AID. they have actually taken jobs out of this country in an attempt to subsidize growth through Government programs in foreign countries.
