I would suggest that that kind of language ought to be put into the evaluation criteria of the applicants for national service. I say that because if you look at the language here. it creates some unintended consequences in my opinion. First of all. it says literally to receive assistance. the organization has to have a written policy that prohibits the delivery of services to aliens who are not in lawful immigration status in the United States. Well. let us understand the four primary areas that we have. We have environment. education. health care. and law enforcement. Can you imagine a law enforcement agency in the United States having a written policy saying we will not serve illegal aliens? So the first thing they do when they get called to the scene of a murder is to find out if there are any illegal aliens at the scene. Because if there are. they have a written policy that prohibits them from providing any kind of protection or service in that regard. I do not think that is what we want in any way.
