We should be very careful about the limited distribution of American benefits on a fiscal basis. All Americans are interested in that. I think that the amendment of the gentleman from California goes to the heart of that notion that Americans want to be able to control the. distribution of their taxpayer dollars. and in these cases they are very concerned about the fact. and It is a fact. that a large number of taxpayer dollars today are going to illegal aliens. Whether we like it or not. whether we want to ignore it or not. our fiscal circumstances put us in a situation where we can no* longer ignore it.
