Mr. Chairman. I was astounded to learn that in Tucson. AZ. on July 2. the Immigration and Naturalization Service swore in 75 immigrants in Spanishyes. they were sworn in as United States citizens. not in English. but in Spanish. United States District Judge Alfredo Marquez. the judge who conducted the ceremony. is quoted as saying. "Even though the new citizens can speak and understand English. the ceremony is more meaningful to them in Spanish." Mr. Chairman. when an individual leaves his or her native homeland and comes to America. that individual is taking new steps. The swearingin ceremony is the beginning of a new life as an American.
