Mr. Speaker. my friend. Gene Chappie. was a unique individual. He symbolized what a real American is. He was the son of immigrant parents. who distinguished himself as a leaddr. starting at the local levelfrom county commissioner to U.S. Pepresentalive from the Second District in his home State of Californiawhere I came to know him so well in the class of 1981. Gene was one of the older new Members in 1981 who had one of the youngest out looks concerning the legislative process and the realities of Government. Gene was a good friend whos company was always welcome and enjoyable.
