Mr. President. I rise in support of the Immigration Act technical corrections bill. and in particular section 110 which is especially important to the State of Alaska. This section corrects a significant continuing problem that first arose early last year with the implementation of section 1288 of the Immigration and Nationality Act. Section 1288 was added in 1990 for the purpose of establishing a general prohibition on the performance of longshore work by alien crewmen In the United States. Longshore work is broadly defined under the statute to include any activity relating to the loading and unloading of cargo. operation of cargorelated equipment. and handling of mooring lines whether or not on board the vessel.
